Microsoft Agent 365: what it is, who needs it and what it costs
Agent 365 is easy to misunderstand because its name sounds like another Agent-building product. It is actually Microsoft's control plane for observing, governing and securing Agents across an organisation.

Do not confuse these three products

It is licensed per user, not per Agent
Microsoft's current licensing FAQ says Agent 365 is licensed per user, whether bought standalone or through E7. Agents themselves do not need their own Agent 365 licence. Licensing is tied to the people associated with Agent activity — for example users, owners, sponsors or managers — rather than charging a separate Agent 365 licence for every Agent object.
When Agent 365 starts to become relevant

Why this matters to an awarding organisation
An AO can move from a handful of harmless personal helpers to dozens of shared Agents surprisingly quickly. Once Agents use qualification guidance, centre information, internal policies, connectors or actions, the organisation needs a way to answer basic governance questions: What Agents exist? Who owns them? What can they access? Who uses them? Which are inactive? Which should be retired? Agent 365 is Microsoft's answer to that control-plane problem.
