Choose between Copilot Chat and Copilot Cowork
A staff member needs to decide whether to stay in Copilot Chat for a quick question, summary, draft or interactive task, or delegate a defined multi-step job to Copilot Cowork.
Where the action happens
Website decision aid / Microsoft 365 Copilot guidance
Product or feature needed
Chat vs Cowork decision guidance
AI required
No - this is guidance rather than an AI task
Extra credits
No for using this guide; Cowork tasks may consume Copilot Credits
Technical skill
Low
Risk level
Low - helps users choose the right Copilot experience and avoid unnecessary Cowork credit use
Licence dependency
Guidance itself has no licence dependency. Cowork usage depends on Microsoft 365 Copilot licensing and tenant enablement.
Credit dependency
The guide uses no credits. Cowork tasks may use Copilot Credits, so users should prefer Chat or in-app Copilot for simple work when appropriate.

What it can do
- Explains the simple decision rule: use Copilot Chat when you have a question or need interactive help; consider Cowork when you have a defined job or deliverable to delegate.
- Helps users recognise good Cowork candidates: multi-step work, multiple sources or Microsoft 365 apps, and tasks that require actions or a finished deliverable.
- Prompts users to consider whether the time saved by Cowork is worth using Copilot Credits.
- Distinguishes quick drafting, summarising and brainstorming from delegated multi-step work.
- Introduces the difference between Chat, Cowork and specialised agents without requiring technical knowledge.
Limitations
- This is decision guidance, not a guarantee that a particular Cowork capability is enabled in the user's tenant.
- Cowork availability, supported actions, approval behaviour and credit pricing may change over time.
- For very small or single-step tasks, Copilot Chat or in-app Copilot may be more appropriate than Cowork.
Prerequisites
- Users should know whether they have access to Microsoft 365 Copilot and whether Cowork is enabled in their tenant.
- Organisations enabling Cowork should have appropriate billing and governance controls in place.
Workarounds
If Cowork is unavailable, complete the task interactively using Copilot Chat and the relevant Microsoft 365 apps, or use an approved agent or Power Automate flow where appropriate.
No premium licensing needed. External dependency: Microsoft 365 Copilot / tenant configuration.
Notes
Core decision model for the website: 'Have a question? Use Chat. Have a job to complete? Consider Cowork.' Use Chat or in-app Copilot for quick answers, summaries, drafting, brainstorming and small edits. Consider Cowork when the work has a clear definition of done, involves several steps or sources, spans apps, requires actions, or would save meaningful manual time. Because Cowork is usage-billed, the decision should include whether the time saved justifies the credit consumption. Keep detailed pricing, Skills and admin setup on separate guide items.
Watch-outs for Start here
- Do not assume 'I have Copilot' means you have every Microsoft 365 Copilot feature.
- You can already do useful low-risk work here, including drafting, summarising, public research and simple automation.
- Some features can be visible but still depend on admin enablement, configuration, permissions or billing.
- Staff still need clear guidance on what not to upload, especially live assessment content, candidate data, safeguarding information, HR, malpractice, appeals and complaints.
