What it can do

Limitations
- The Agent should not become the accountable approver simply because it can recommend or trigger a step.
- Do not let a shared Agent silently depend on the maker's personal credentials.
- Human approval is a guardrail, not a substitute for good permissions, test evidence and ownership.
Prerequisites
- Named business and technical owners.
- Approved knowledge sources and deliberately scoped permissions.
- A designed execution/connection identity rather than accidental reliance on maker credentials.
- Testing and evaluation before publication, plus a review date.
Workarounds
If per-tool human approval has not reached the tenant yet, have the Agent prepare the action and hand off to a separate Approvals or human-reviewed Power Automate step.

This use case demonstrates how action-taking Copilot can support a controlled process without making the Agent the formal decision-maker.
Watch-outs for Organisational Agents
- Do not jump to Copilot Studio just because the word Agent sounds more advanced; use it when the use case genuinely needs actions, channels, integrations or stronger lifecycle control.
- Admins can govern environments, connectors, data movement and publishing through Power Platform controls.
- Prefer deliberately scoped sources and a designed execution identity; do not allow a shared Agent to rely silently on the maker's personal credentials.
- Where an Agent can take a consequential action, use human approval for the relevant tool call or a separate approval step where available.
- External-facing Agents need clear boundaries, handoff routes and monitoring.
- Published Agents should have named business and technical owners, approved sources, test/evaluation evidence, review dates and retirement criteria.
